We conclude this special issue with the Executive Summary and Command Brief from the McCain Conference, ?New Warriors/New Weapons: The Ethical Ramifications of Emerging Military Technologies?, as formulated by the conference convener, the Stockdale Center for Ethical Leadership at the US Naval Academy, and as prepared for the: Chief of Naval Operations and the Commandant, US Marine Corps (Ed).

This article argues that the traditional jus ad bellum and jus in bello criteria are fully capable of providing the ethical guidance needed to legitimately conduct military cyber operations. The first part examines the criteria’s foundations by focusing on the notion of liability to defensive harm worked out by revisionist just war thinkers. The second part critiques the necessity of alternative frameworks, which its proponents assert are required to at least supplement the traditional just war criteria. Using the latter, the (...) third part evaluates ethical issues germane to responding to cyber force, including casus belli, moral aspects of “the attribution problem,” and respective rights and duties when attacks involve innocent third-party states. The fourth part addresses in bello issues, including compliance with discrimination, necessity, and civilian due care imperatives; whether civilians may be targeted with sub-“use of force” cyber-attacks and the permissibility of using civilian contractors to conduct cyber-attacks. The Alleged Turning Point in European Philosophy Existentialists, especially those who follow either Heidegger or Jaspers, find a great deal objectionable in what they variously call ‘scientism’, ‘scientific rationalism’, and ‘positivism’. In this article I shall discuss one of the alleged defects of scientific rationalism, that it recognizes only one kind of truth—the kind that existentialists call ‘objective truth’. ‘One great achievement of existential philosophy,’ writes William Barrett, ‘has been a new interpretation of the idea of truth in order (...) to point out that there are different kinds of truth, where a rigid scientific rationalism had postulated but one kind: objective scientific truth.’ Not only scientific rationalists but traditional metaphysicians from Plato to Aquinas and Hegel are judged to be equally at fault here: they too have failed to recognize any truth other than the objective variety. It was Kierkegaard who for the first time effectively challenged the assumptions shared by scientific rationalists and traditional metaphysicians. Kierkegaard, in Barrett's words, ‘had to re-open the whole question of the meaning of truth … his stand on the question may well have marked a turning point in European philosophy.’. (shrink)

The Shape of Thought: How Mental Adaptations Evolve presents a road map for an evolutionary psychology of the twenty-first century. It brings together theory from biology and cognitive science to show how the brain can be composed of specialized adaptations, and yet also an organ of plasticity. Although mental adaptations have typically been seen as monolithic, hard-wired components frozen in the evolutionary past, The Shape of Thought presents a new view of mental adaptations as diverse and variable, with distinct functions (...) and evolutionary histories that shape how they develop, what information they use, and what they do with that information. The book describes how advances in evolutionary developmental biology can be applied to the brain by focusing on the design of the developmental systems that build it. Crucially, developmental systems can be plastic, designed by the process of natural selection to build adaptive phenotypes using the rich information available in our social and physical environments. This approach bridges the long-standing divide between "nativist" approaches to development, based on innateness, and "empiricist" approaches, based on learning. It shows how a view of humans as a flexible, culturally-dependent species is compatible with a complexly specialized brain, and how the nature of our flexibility can be better understood by confronting the evolved design of the organ on which that flexibility depends. Lewis sender‐receiver games illustrate how a meaningful term language might evolve from initially meaningless random signals (Lewis 1969; Skyrms 2006). Here we consider how a meaningful language with a primitive grammar might evolve in a somewhat more subtle sort of game. The evolution of such a language involves the co‐evolution of partitions of the physical world into what may seem, at least from the perspective of someone using the language, to correspond to canonical natural kinds. While the evolved language may (...) allow for the sort of precise representation that is required for successful coordinated action and prediction, the apparent natural kinds reflected in its structure may be purely conventional. This has both positive and negative implications for the limits of naturalized metaphysics. (shrink)

Everett's relative-state formulation of quantum mechanics is an attempt to solve the measurement problem by dropping the collapse dynamics from the standard von Neumann-Dirac theory of quantum mechanics. The main problem with Everett's theory is that it is not at all clear how it is supposed to work. In particular, while it is clear that he wanted to explain why we get determinate measurement results in the context of his theory, it is unclear how he intended to do this. There (...) have been many attempts to reconstruct Everett's no-collapse theory in order to account for the apparent determinateness of measurement outcomes. These attempts have led to such formulations of quantum mechanics as the many-worlds, many-minds, many-histories, and relative-fact theories. Logicians and philosophers of science have proposed various formal criteria for theoretical equivalence. In this paper, we examine two such proposals: definitional equivalence and categorical equivalence. In order to show precisely how these two well-known criteria are related to one another, we investigate an intermediate criterion called Morita equivalence.

The animal agriculture industry causes animals a tremendous amount of pain and suffering. Many ethical vegans argue that we therefore have an obligation to abstain from animal products in order to reduce this suffering. But this argument faces a challenge: thanks to the size and structure of the animal agriculture industry, any individual’s dietary choices are overwhelmingly unlikely to make a difference. In this paper, we criticize common replies to this challenge and develop an alternative argument for ethical veganism. Specifically, (...) we argue that individuals should abstain from animal products because vegans, as a group, successfully reduce animal suffering, and individuals are obligated to participate in, rather than free ride on, this collective endeavor. Or, at the very least, individuals have strong reasons to purchase fewer inhumanely raised animal products—even if they are not obligated to go vegan per se. (shrink)

Intent and mitigating circumstances play a central role in moral and legal assessments in large-scale industrialized societies. Al- though these features of moral assessment are widely assumed to be universal, to date, they have only been studied in a narrow range of societies. We show that there is substantial cross-cultural variation among eight traditional small-scale societies (ranging from hunter-gatherer to pastoralist to horticulturalist) and two Western societies (one urban, one rural) in the extent to which intent and mitigating circumstances influence (...) moral judgments. Although participants in all societies took such factors into account to some degree, they did so to very different extents, varying in both the types of considerations taken into account and the types of violations to which such considerations were applied. The particular patterns of assessment characteristic of large-scale industrialized societies may thus reflect relatively recently culturally evolved norms rather than inherent features of human moral judgment. The purported fact that geometric theories formulated in terms of points and geometric theories formulated in terms of lines are “equally correct” is often invoked in arguments for conceptual relativity, in particular by Putnam and Goodman. We discuss a few notions of equivalence between first-order theories, and we then demonstrate a precise sense in which this purported fact is true. We argue, however, that this fact does not undermine metaphysical realism.

Carnal Knowledge is an outcome of the renewed energy and interest in moving beyond the discursive construction of reality to understand the relationship between what is conceived of as reality and materiality, described as the "material turn." It draws together established and emerging writers, whose research spans dance, music, film, fashion, design, photography, literature, painting and stereo-immersive VR, to demonstrate how art allows us to map the complex relations between nature and culture, between the body, language and knowledge. These writings (...) are unique in the field because they represent the authors' commitment to a new materialism through the creative arts. In the past decade the central principles of western feminist theory have been dramatically challenged. many feminists have endorsed post-structuralism's rejection of essentialist theoretical categories, and have added a powerful gender dimension to contemporary critiques of modernity. Earlier 'women' have been radically undermined, and newer concerns with 'difference', 'identity', and 'power' have emerged. Destabilizing Theory explores these developments in a set of specially commissioned essays by feminist theorists. Does this change amount to a real shift within feminist theory, or will (...) feminism's links with an emancipatory modernism reinstate an older political agenda? Can we transcend the common counterposition of equality and difference, or is feminism condemned to argue within the terms of this binary opposition? (shrink)

A background assumption in much contemporary political philosophy is that justice is the first virtue of social institutions, taking priority over other values such as beneficence. This assumption is typically treated as a methodological starting point, rather than as following from any particular moral or political theory. In this paper, I challenge this assumption. To frame my discussion, I argue, first, that justice doesn’t in principle override beneficence, and second, that justice doesn’t typically outweigh beneficence, since, in institutional contexts, the (...) stakes of beneficence are often extremely high. While there are various ways one might resist this argument, none challenge the core methodological point that political philosophy should abandon its preoccupation with justice and begin to pay considerably more attention to social beneficence—that is, to beneficence understood as a virtue of social institutions. Along the way, I also highlight areas where focusing on social beneficence would lead political philosophers in new and fruitful directions, and where normative ethicists focused on personal beneficence might scale up their thinking to the institutional case. Experiences of emotion are content-rich events that emerge at the level of psychological description, but must be causally constituted by neurobiological processes. This chapter outlines an emerging scientific agenda for understanding what these experiences feel like and how they arise. We review the available answers to what is felt (i.e., the content that makes up an experience of emotion) and how neurobiological processes instantiate these properties of experience. These answers are then integrated into a broad framework that describes, in psychological (...) terms, how the experience of emotion emerges from more basic processes. We then discuss the role of such experiences in the economy of the mind and behavior. (shrink)

Because he was a Jesuit, Irish-born Edward Boyd Barrett (1883–1966) had to submit his writing to Jesuit censors, who were charged with making sure that nothing in the documents was contrary to Roman Catholic faith and morals. Drawing upon archival records, this article shows the complexities of the censorship process in the early 20th century. Boyd Barrett’s Motive Force and Motivation-Tracks (1911), an experimental study in will-psychology completed under Michotte, was threatened with withdrawal from circulation after an (...) anonymous review (which was not published) accused the book of modernism. In the 1920s, articles on psychoanalysis directed at a wide Catholic readership, received severe criticism by Jesuit censors, and some were not published. The article presents the censors’ objections and Boyd Barrett’s defense. One effect of censorship was to make psychoanalysis, at least in some formulations, acceptable to a Catholic readership. The present study sought to determine whether Barrett's counterintuitiveness coding and quantifying scheme could be applied to cultural materials with sufficient intercoder reliability, provide evidence concerning just how counterintuitive is too counterintuitive for a concept to be a recurrent cultural idea, and test whether counterintuitive intentional agent concepts are more common in folktales than other classes of counterintuitive concepts. Seventy-three folktales from around the world were sampled from larger collections. Using Barrett's CI-Scheme, two independent coders identified 116 counterintuitive (...) objects and scored them for degree of counterintuitiveness with very high inter-rater concordance. Of folktales, 79% had one or two counterintuitive objects. Of the counterintuitive objects 93% had a counterintuitiveness score of only one. Of counterintuitive objects, 98% were agents. Results suggest the CI-Scheme may have utility for analyzing cultural materials, that the cognitive optimum for cultural transmission falls around one counterintuitive feature, and that counterintuitive agents are more common than other types of counterintuitive objects in folktales. Everett (1957a, b, 1973) relative-state formulation of quantum mechanics has often been taken to involve a metaphysical commitment to the existence of many splitting worlds each containing physical copies of observers and the objects they observe. While there was earlier talk of splitting worlds in connection with Everett, this is largely due to DeWitt’s (Phys Today 23:30–35, 1970) popular presentation of the theory. While the thought of splitting worlds or parallel universes has captured the popular imagination, Everett himself favored the (...) language of elements, branches, or relative states in describing his theory. The result is that there is no mention of splitting worlds or parallel universes in any of Everett’s published work. Everett, however, did write of splitting observers and was willing to adopt the language of many worlds in conversation with people who were themselves using such language. While there is evidence that Everett was not entirely comfortable with talk of many worlds, it does not seem to have mattered much to him what language one used to describe pure wave mechanics. This was in part a result of Everett’s empirical understanding of the cognitive status of his theory. (shrink)
